Prime Minister Peter O'Neill says the Pacific Islands Forum is not a mandated venue to talk about the issue of human rights in West Papua.
While taking a tough stand away from the urging from the PIF Secretariat for the leaders to discuss the issue, Mr. O'Neill, says he is not against leaders debating the issue at the Forum.
Secretary General of the PIF Secretariat, Dame Meg Taylor, says there has been an influx of agendas since the Secretariat started accepting issues from the public in the Pacific, coming before it, for the leaders' deliberation in this year's meeting.
From the submissions, a third of it were requests for leaders to talk about the West Papua issue, forcing the Secretariat to have it listed among the agendas.
But Prime Minister O'Neill says Indonesia should be engaged more in the West Papua discussion.
Indonesia has had its status upgraded to associate member of the Melanesian Spearhead Group, while the United Liberation Movement of West Papua - the umbrella organization for West Papuan nationalist groups campaigning for self-determination was also granted observer status at the MSG.
Indonesia is a Dialogue Partner in the Pacific Islands Forum, and the ULMWP has also been making efforts to be part of the PIF discussions.
Prime Minister O'Neill says, PIF leaders can have the issue listed at the United Nations for international focus.
